Transparency of Diamond

Attempts to convince some of the world's major diamond producing countries to submit to an independent audit of their national diamond control systems were scuppered on Wednesday by a handful of governments, who argued that calls for an impartial review system went beyond the scope of the Kimberley certification process. Representatives from governments, the diamond industry and NGOs gathered for the Kimberley Process plenary meeting in South Africa this week, to decide whether or not to adopt a South African-backed peer review proposal.

But Global Witness, the British-based lobby group, told IRIN that progress towards reaching consensus on the peer review mechanism was slow. "It is really disappointing, especially since the peer review system has the backing of the major diamond producer countries, international NGOs and the World Diamond Council. However, despite this strong support there has been resistance from some countries, including Zimbabwe and India. It is ironic that there should be any objections, especially since it's a voluntary system," Global Witness campaigner, Alex Yearsley, told IRIN.

Global Witness dismissed arguments that setting up an impartial auditing system had not been part of the Kimberley agreement. "Independent monitoring is crucial to the credibility of the scheme and, therefore, part of the certification process. The peer review system is a constructive mechanism to ensure compliance," Yearsley said.

Under the Kimberley scheme, chaired by South Africa, diamond producer countries are obliged to issue certificates proving that gems come from legitimate mines. Exporting countries that failed to respect the deal would be prevented from selling diamonds, and could face international sanctions.

Although the scheme was widely seen a positive step in curbing the trade in "blood" diamonds, advocacy groups have argued since its inception that the process was flawed, because of the failure to develop strong verification and monitoring measures. They have called for regular, impartial monitoring to ensure the certification system is transparent.

Another concern was the lack of progress in the collection and analysis of statistics, which are seen as an important tool for detecting trade in "conflict" diamonds. "There are a significant number of governments that have failed to submit the required statistics, calling into question their commitment to the Kimberley Process," Yearsley said.

KNOW YOUR DIAMOND

TABLE:

This refers to the flat top of a cut stone. It is sometimes called as its face.

CROWN:

This refers to the portion of a cut stone above the Girdle. It consists of a large flat area on top called a table, and several facets below it. These include the Star Facet, Bezel Facet and Upper Girdle Facet respectively.

GIRDLE:

This refers to the edge formed where the top (crown) and bottom (pavilion) of a stone meet. The girdle is the area normally grasped by prongs when a stone is mounted onto a setting. Many diamonds are also finished with a fully polished or even a faceted girdle. The girdle is rated in terms of its thickness.

PAVILION:

The pavilion is the bottom portion of a cut stone, beginning at the girdle and going to the point at its end. It includes two separate facets namely the Lower Girdle Facet and the Pavilion Facet.

CULET:

The culet refers to the bottom point of the diamond. In many cases this point actually has a very small facet. The culet is referred to in terms that relate to the presence or size of this facet.


DIAMOND HISTORY

Diamonds were formed under immense heat and pressure hundreds of miles below the sea level. Volcanic explosions forced them upwards after nearly 100 million years of formation. The diamonds were formed more than 70 million years ago when volcanic explosions brought this diamond bearing ore to the surface. After the cooling of the magma, it solidified into a blue mass, or kimberlite, where the precious rough diamonds are still found today. The cultural alignment with diamonds has been there throughout the centuries. The ancient Greeks and Romans believed diamonds were tears of the Gods and splinters from falling stars. Items of significant value typically come with important documentation. Houses have deeds. Vehicles have titles and registration. Purebred pets have pedigree papers. And a college education is validated with a diploma. But what about something as important as a diamond? The answer is that independent support documentation is available for diamonds, too, to verify their quality and provide positive identification.

The most widely used and recognized means of verifying a diamond’s quality is with a GIA Diamond Grading Report™ or GIA Diamond Dossier®, provided by the internationally recognized, nonprofit Gemological Institute of America (GIA).

A report from GIA provides an expert analysis of the quality of a diamond based upon the 4Cs of diamond grading: color, cut, clarity, and carat weight. The GIA Diamond Grading Report also includes a plotting diagram which depicts the diamond’s unique clarity characteristics, such as inclusions. In addition, since GIA is not affiliated with any commercial enterprise, the public is assured the world’s most impartial and accurate analysis of a diamond.

The GIA Laboratory employs hundreds of highly trained diamond graders, gemologists, and research technicians and scientists to ensure the highest caliber of analysis for every diamond submitted for grading. Some of the world’s most famous diamonds have been graded by GIA Laboratory experts, including the legendary Hope Diamond (45.52 carats) and the De Beers Centenary Diamond (273.85 carats).

GIA only grades unmounted diamonds, and the fee for services varies based on the weight of the diamond. For an additional fee, the unique GIA Report Registry number can be micro-laser inscribed onto the diamond’s girdle (thin outer edge). This unique number provides added security to the diamond’s owner. The owner can also choose to inscribe a personal message, such as “I Love You,” a special date, or any message of choice. The number or wording is permanently registered in GIA’s archive database.

Diamonds weighing 1.99 carats or less can be issued a GIA Diamond Dossier®. This report provides the same information as the GIA Diamond Grading Report, except for the plotting diagram. The micro-laser inscription of the diamond’s unique GIA Report number is included for each diamond receiving a Dossier at no additional charge.
